监管局说，微信没有在规定时间内递交列入信息传播运营商名册所需的信息。不过它没有说明具体缺乏哪些资料。根据监管局提供的资料，俄联邦政府2014年7月31日通过的第746号决议指出，境外组织在俄登记为信息传播运营商需提供名称、注册地和税务资料等基本信息。
监管局说，一旦收到这些资料，工作人员将进行核验，核验通过后会将涉事运营商移出被禁止登录的黑名单。根据以往情况，如果资料无误，通常数个工作日就可以解除封锁。
